<p>See the light, not the wattage.</p>
<p>That&#8217;s the goal of new light-bulb labels that emphasize lumens over watts. A lumen is a measurement of how much light is produced, while a watt indicates energy used.</p>
<p>&#8220;I think that for 2012, let&#8217;s make &#8216;lumen&#8217; the word of the year,&#8221; said Adam Gottlieb, spokesman for the California Energy Commission in Sacramento. &#8221; When you buy a light bulb, you don&#8217;t buy 100 watts. You are buying the amount of brightness it puts out.&#8221;</p>
<p>Thinking about light bulbs in terms of lumens is a big switch. We&#8217;re used to purchasing bulbs according to wattage. The more wattage, the brighter the bulb, right?</p>

<p>The federal spending bill before Congress is a no-spending bill for the Energy Department when it comes to enforcing new efficiency standards for light bulbs.</p>
<p>But the new standards for light bulbs — signed into law in 2007 — would remain in place, meaning the effort to stem the new rules might mean little at the end of the day.</p>

<p>“The provision in the bill does not repeal the lighting standards but only removes funds for enforcement,” said David A. Schuellerman, a spokesman for General Electric’s appliances and lighting division. “We are required to abide by the standards and, of course, intend to comply with our legal obligation.”</p>

<p>The much-debated “phase-out” of incandescent light bulbs has struck a nerve with consumers and manufacturers alike recently, but the process began long ago, when the Energy Independence and Security Act (EISA) of 2007 was passed into law.</p>
<p>The bill, co-sponsored by 198 representatives, passed the House in January 2007, the Senate in June, and was signed into law on December 19 by President George W. Bush. At its signing, the bill’s purpose was “to move theUnited Statestoward greater energy independence and security, to increase the production of clean renewable fuels, to protect consumers, to increase the efficiency of products, buildings, and vehicles, to promote research on and deploy greenhouse gas capture and storage options, and to improve the energy performance of the Federal Government.”</p>
<p>In terms of lighting, the bill’s requirements are clear: by 2014, all general-purpose light blubs that produce 310 to 2,600 lumens of light must be 30 percent more energy efficient than current A19 incandescent lamps. The first of these mandates, beginning on January 1, 2012, uses the 100-watt incandescent bulb as a baseline for efficiency.</p>

<p>The phase-out of inefficient bulbs starts in January 2012 with 100-watt bulbs that use too much energy. Fans of 100-watt incandescent bulbs like the added brightness they provide, but when it comes to their energy-saving replacements, you can&#8217;t have it all. Based on <a href="http://www.consumerreports.org/cro/home-garden/home-improvement/lightbulbs/index.htm" target="_blank">Consumer Reports tests</a> of seven compact fluorescent lightbulbs and two halogen bulbs, to save energy you may have to sacrifice some brightness.</p>
<p>Though both types of bulbs use less energy than an old- fashioned 100-watt incandescent, a CFL can save you $100 or more on electric costs per bulb over its lifetime, compared to only around $3 per halogen bulb. But the halogen bulbs remain brighter than CFLs and about as bright as a 100-watt incandescent.</p>

<p><em><strong>LED light bulb price dipped 10% in October, but market reception is expected to increase.</strong></em></p>
<p>According to the price survey conducted by LEDinside, the LED light bulb prices for 60W incandescent light bulb replacement underwent a drastic drop of 9% in October; the price dropped by 10% in America and hit a low of USD 24.97, with the average selling price (ASP) declining to USD 38.6. The LED light bulb prices for 40W incandescent light bulb replacement were relatively stable.</p>
<p><strong>LED light bulb for 60W replacement saw considerable price drop</strong></p>
<p>LEDinside indicates that in October, LED light bulb prices the United States took the most drastic dip: the prices of LED light bulbs for 40W and 60W replacements dropped 3% and 10%, respectively. At present, the ASP of 60W replacement products dropped to USD 31.3 with the lowest price hitting USD 24.97, a much more consumer-friendly price compared to those of other regions. The prominent price downtrend attributed to the price cutting strategy of Philips, which triggered other brand vendors to lower their prices and in turn caused the prices to drop vastly.</p>

<p>The first step in getting people to change the way they consume energy is making them aware that change is afoot. When it comes to lighting technologies, in particular, it seems that consumer awareness is growing.</p>
<p>For the first time, a majority of Americans now know that federal legislation will eliminate “most traditional incandescent lighting by 2014,” according to a <a href="http://www.sylvania.com/Energy/SocketSurvey/">new survey</a> conducted by the lighting manufacturer Osram Sylvania.</p>

<p>Although Laurie Gross&#8217; family has been in the lighting business 101 years, she&#8217;s pretty certain it has never been through a period of industry change like the one taking place right now.</p>
<p>&#8220;We call the new market the wild, wild west,&#8221; said Ms. Gross, president of Gross Electric Inc. in Sylvania Township. &#8220;Every day I&#8217;ve got new kinds of bulbs coming in the door,&#8221; she said.</p>
<p>And if the number of light bulb choices is dizzying for her, think of the effect on the average consumer.</p>

<p>The Lumen Coalition wants consumers to know: There&#8217;s a bulb for that.<br /><br />The new ad hoc group of 40 business and advocacy organizations has formed to help consumers sort out what&#8217;s happening with light bulbs as new energy efficiency standards, voted by Congress in 2007, begin taking effect in January. What is happening, the coalition says, is a flood of new choices, and a lot of them don&#8217;t look like the compact fluorescent curlicue.</p>
<p>Rose DiNapoli, an interior designer in Arlington, VA, says she finds her clients want to save energy but are often confused by the new bulbs and worried they won&#8217;t fit fixtures or won&#8217;t give comfortable light. She added she is equally concerned since the right lighting is crucial to how the spaces she designs will look and feel to clients.</p>
